NEP Resources, Lenin and Kollontai
The list below includes speeches and articles an pamphlets written by Lenin between 1918 (in the midst of the Civil War an famines), and 1922 (after which a stroke greatly reduced his leadership). The articles address the need to shift from War Communism (a command economy, at best) to a Commanding Heights strategy of socialist management of an essentially state monopoly capitalist economy. This policy was mostly abandoned under the Stalin leadership after 1927.
